A Network video recorder is a recording system for IP or network cameras. An IP camera is wired or wirelessly connected to the NVR. PoE

PoE means power over Ethernet.

The camera receives power via the network cable. If an NVR has PoE on the video channels then the PoE network cameras are connected directly to the NVR. Without using the network you have the system working.
